An outline of Kohlberg's formulation of moral development is presented. The development of empathy is considered central to moral development since it is the basis for the motivation to help others. A value-centered curriculum is suggested, but it is argued that moral development is not merely a matter of education. (JN)

The teacher's role is not one of a supplier of values. Rather it is that of facilitator and clarifier of the valuing process. Philosophical reasoning, disclosure of differences, and moral significance of those differences can be used to further understanding of a moral dilemma. (JN)

The history of American education's efforts to fulfill responsibilities for the moral and spiritual development of students is described. Views of Kohlberg and Fowler concerning stages of development are discussed. Recent research findings are presented, and implications for educational approaches are suggested. (Author/PP)
