The National Literacy Program in Namibia (NLPN) was launched in 1992 with the objective of achieving 80% national literacy among adults. Several evaluations, including an evaluation of system policy and performance, have been conducted. The methodology of these evaluations and the philosophy behind them are discussed. (SLD)

Examinations include (1) the Hong Kong Higher Level Examination, taken at the end of Sixth Form in Chinese middle schools; (2) the Hong Kong Advanced Level Examination, taken at the end of the Sixth Form in Anglo-Chinese schools; and (3) the Use of English Examination. Each October a public report is published by Cito, supplying information about the achieved level of education and describing observed psychometric qualities of the measurement instrument. The longitudinal evaluation component of the Dutch National Education Priority Programme is discussed. This general policy program focuses on reducing all education arrears based on ascriptive criteria. The instructional goals and curriculum content developed for Nigeria's Universal Primary Education Program were evaluated by 265 teachers and administrators involved in the free six-year school system.
