The Significance of Insignificance: An Examination of Idea Compliance and Results Indicators Related to Secondary Transition for Students with Disabilities

Secondary transition planning is a requirement of IDEA and intended to support students with disabilities as they move from K-12 education into post-school activities such as education, employment and activities of daily living. States are held accountable for meeting the requirements of IDEA through an Annual Performance Report in which they must submit a great deal of data documenting 20 indicators of IDEA. Research suggests that effective transition planning and beginning transition services at an earlier age are strongly related to positive outcomes for students with disabilities. This study examines data aggregated at the federal level for four IDEA indicators related to secondary transition to see if a relationship exists between secondary transition compliance and post school outcomes including graduation rate. Correlational and Independent T-Tests were conducted and no significance was found between any variables at this level. A number of limitations including concerns with the dataset, and implications for practice and future research are discussed.
