This article presents Zero Population Growth - Canada's recommendations on immigration policy. It suggests that immigration be used to stabilize population by establishing a ceiling and specifying a selection procedure. Also Canada should not base its economy on imported skilled and nonskilled labor and employers should not hire illegal immigrants. (MR)
