2025 Educause Horizon Action Plan: Supporting Agency, Trust, Transparency, and Involvement

In the "2024 EDUCAUSE Horizon Report: Cybersecurity and Privacy Edition," a panel of experts agreed that a key practice for advancing the future of higher education cybersecurity and privacy is supporting agency, trust, transparency, and involvement among stakeholders. In fact, these are such important topics for the higher education community that "restoring trust" surfaced as the overarching theme for the 2025 EDUCAUSE Top 10, and issue number four is "A Matter of Trust: Advancing institutional strategies to safeguard privacy and secure institutional data." In an increasingly unpredictable world, an imperative for higher education is shoring up the most foundational cybersecurity and privacy practices: honoring end users' agency, fostering trust both within the academic community and beyond, centering transparency to the highest extent possible, and involving all stakeholders in the daily work and responsibility of cybersecurity and privacy. EDUCAUSE's expert panel was charged with envisioning the preferred future of supporting agency, trust, transparency, and involvement in higher education and creating an action plan toward that future. Panelists were asked to focus on a 10-year time horizon, which allows us to realistically consider the future impacts of current social, technological, economic, environmental, and political trends. Keeping this time horizon in mind is important, given the volatility of many of the social, technological, economic, environmental, and political trends, making it difficult to predict their evolution, especially in the immediate future. Building on the trends, technologies, practices, and scenarios described in the "2024 EDUCAUSE Horizon Report: Cybersecurity and Privacy Edition," panelists collaboratively generated a description of their preferred future for higher education. Working backwards from this vision, the panel identified actions that individuals, departments, cross-department collaborators, and cross-institution collaborators can take to make that preferred future a reality.
