An examination of numerous factors sheds light upon possible contributing factors in the weakening working relationships of colleges of education and the public schools. Despite much confusion created by various pieces of legislation, the counselor does enjoy certain rights through legal sanctions which protect both his relationship with his client and what kind of information he can communicate professionally. Confidentiality has always been the most fundamental part of the counselor's code of ethics. Today's professional must rely on his own ethical priorities and on an ever-increasing knowledge of his field and his role in it, until the discrepancies between laws and regulations and personal involvements are made clear.
