This study found an inverse relationship between county income level or school system size and per pupil accountability cost; the burden of cost for accountability falls heaviest on the poorest and smallest school districts. The focus of this article is upon an approach to allocating educational resources which is structured to minimize existing inadequacies in distribution procedures. It also presents some practical problems encountered in initiating a new allocation procedure at the State level. (Author)
