To determine the usage and character of recreation impact fees, a national survey (using a two-stage mail questionnaire) of parks and recreation agencies was conducted. The use of recreation impact fees was observed in 12 states. Details are given as to the various uses. (CJB)

Three price discount structures, commonly used in recreation and park operations, that may violate the principle of horizontal equity are discussed in this article. The use of multi-use discounts, senior citizen discounts, and free versus fee participation in youth activities tends to negate equality in recreation programs. (DF)
