This report, including statistical data, on the Parole and Pre-Release Employment Project which has been sponsored by the California Employment Development Department and funded through LEAA, covers the history, need, and purpose of the Program in context with the special employment problems of the offender in the San Francisco Bay Area. The report also gives a background of budget, fiscal management, professional staff standards, duties, policies, and procedures. While not intended basically as a primer in how to set-up and operate a similar program, the "how-to-do-it" aspects may be of assistance to those organizations who wish to draw upon the proven experiences of a successful project. Sections on Pre-Release Services, the role of specialists in working with drug abusers, veterans, handicapped, and hard core cases, the use and selection of volunteers, working relationships with other community organizations are also covered. Space is also devoted to the nature of job development, methods to achieve success, as well as the encouragement of business and labor to adopt practices which will provide equal opportunity to ex-offenders. An extensive appendix lists not only program statistical data, but also sample position statements, organization chart, and lists of well known businesses who have hired ex-offenders. (Author)
