This support document accompanies the NCVER report, "A Review of Indigenous Employment Programs," hereafter the "Report" [ED499667]. It contains explanatory notes on evaluation methodology, plus additional details on developments in labor market assistance and reviews of the literature relating to the evaluation of such programs. The second section provides a more formal statement of the standard evaluation problem, and the meaning of terms such as "deadweight loss" and "selection bias". The remaining chapters provide added supporting details relating to the Report but which were omitted in the interest of brevity. The third section contains detailed findings from evaluations of the Community Development Employment Projects scheme. Section four contains an overview of the Training for Aboriginals Program, a major component of the Aboriginal Employment Development Policy, along with a detailed review of reported outcomes for that program. A brief description of each of the sub-programs existing under the Indigenous Employment Policy is contained in section five and, finally, section six provides a brief discussion of the Job Network framework and the philosophy behind its introduction.
