The Logical Framework (LogFrame) approach to project design and management is introduced for planners, evaluators, and project managers. Lessons learned from its international use, and applications of LogFrame and its computer software package are discussed. Formative evaluation and tactical research will become more important to the extent that they actively assist in creation of social programs, increasing challenges to the integrity and validity of their work. The author's optimistic view of evaluation in the future includes increased utilization, especially in the private sector; more professionalization, with potential for conflict; more academic program development; more use in policy; increase in the use of complex methods; and more involvement in program development.
