Recommendations on educational opportunities, proficiency examinations, and other aspects of university adult education goals and governance are presented, followed by steps taken by the State University of New York and other bodies since September 1970 to institute a state external degree program. The development of non-traditional degree programs should be encouraged in those institutions of higher education which have the capability to do them well. Proper planning in preparation for the non-traditional student is important. (AG)
