Over 400 representatives from industry, labor unions, government, universities, and nonprofit organizations attended the Governor's Conference on Manpower in Springfield, Illinois on March 14, 1969. Recommendations from the 11 workshop sessions held during the conference are presented in the report, and cover the areas of: (1) coordination and planning of manpower activities, with high priority to corrective action, (2) job development, with recommendations for new industry and jobs, and State employment practices, (3) human resource development in relation to access of training and educational opportunities, improvement of vocational education, job training and retraining, and obstacles to hiring and placement, and (4) the need for supportive services to provide basic literacy, day care centers, transportation, and personal services.
