This document is comprised of the materials for an intensive training program in evaluation. Evaluation is conceptualized as the process of determining the kinds of decisions that have to be made; and selecting, collecting, and interpreting the information needed in decisionmaking. A 5-phase model of evaluation consisting of (1) needs assessment, (2) program planning, (3) implementation evaluation, (4) progress evaluation, and (5) outcome evaluation provides the framework for the decisionmaking process.
