The focus of this manual is on the step-by-step development and implementation of a continuous-progress reading program--a system that permits instruction at each student's diagnosed level of ability. Analysis of program development includes advice on choosing a committee, writing the program, and presenting the program to others. The implications of a continuous-progress program for school management, classroom management and organization, and grading are outlined, and the use of several types of materials is discussed: textbooks, workbooks, programmed texts, nontechnological materials, and learning-activity packets. Suggestions for evaluation of the students and the program itself are provided. Appendixes include beginning-grade skill objectives and learning activities, a reading record card for skill ojectives, a diagram of the continuous-progress model discussed in the manual, and skill objectives for grade one (spanning phonetic analysis, structural analysis, context clues, and dictionary, study, and reading skills).
