This study is the second phase of a five-phase evaluation of Individually Guided Education (IGE) in elementary schools. Its purpose was to look at a nationwide subsample of 30 schools to determine validity of Phase 1 self-report data; implementation history and utilization of IGE network resources; feasibility of gathering IGE cost data; and IGE implementation and the refinement and renewal process. Data were collected from observations, individual and group interviews, documents and other written materials, and meetings. Results indicated that in most schools, the self-report data were considered valid although the survey posed difficulties for some. Differences in understanding, valuing, and implementing IGE components were found across the 30 schools. It was also found that cost data were difficult to obtain in common form across all schools, especially on a few weeks' notice. It was concluded that external assistance for implementation and training has declined and that there is also an apparent decline in implementation level and in affiliation with the state IGE networks. At the same time, many schools feel self-sufficient in continuing IGE and appear to have achieved their desired level of implementation. Results also indicate that a well-planned installation period is clearly related to a strong IGE Program. (Author/JM)
