This guidebook outlines a process for producing a parent educational conference designed to increase parental involvement in children's education. It is based on the experiences of the planners of the Parents as Partners for Excellence in Education conferences that have been conducted by the Orange County, California, Human Relations Commission. A personal perspective is provided on some of the problems that emerged from past conferences and how they were addressed. The guide is organized in six sections covering the following topics: (1) initial considerations (target outreach, conference planning, conference program, and initiating the planning process); (2) conference sponsorship and budget; (3) conference committees; (4) the conference day; (5) conference follow-up; and (6) public relations. The workshops are provided in a variety of languages in addition to English. A sample parent conference program is appended. (KC)
