The Madison Local School District offers guidelines for developing and implementing an independently financed, after-school enrichment program for latchkey children in rural areas. The district, located 40 miles from Cleveland, Ohio, borders on Lake Erie. Sections of the guide concern: (1) program development; (2) establishment of the environment; (3) further program development; (4) staffing of the program; (5) parent involvement; and (6) the process of connecting with other agencies. Program development is approached in terms of the process of determining need, board presentation, rationale and philosophy, and start-up funding. Establishment of the environment is discussed in terms of use and analysis of resources. The discussion of further program development concerns days and hours of operation, food service, scheduling of daily activities, special activities, evaluation of the program, and intake and record keeping. Discussion of the staffing of the program takes up the issues of qualifications, job descriptions, salaries and benefits, and staff evaluation. Parent involvement is described with regard to recruitment, publicity, a parent handbook, a newsletter, an advisory council, parent-student functions, and evaluation.
