Examined is the history of federally funded vocational education and employability development programs created to address the specific labor market needs relating to underemployment and unemployment. At Loyola University of Chicago a needs assessment procedure was used to decide whether to establish a master's degree program in public administration that would serve many part-time students. It required the analysis of potential participants, the university, faculty, competing programs, and potential employers. (CT)

The main criteria acknowledged by institutions responding to this survey on selecting exploratory field experience sites for prospective teachers are concerns of availability of key site personnel and proximity of the site to the campus. Studied the perceived needs of women in higher education. Results showed educators did not generally recognize sex-specific educational differences.
