The authors examine the effects of Comprehensive Employment and Training Act (CETA) program participation on post-program earnings. Results show that CETA participation had a significant negative effect on men's earnings and hours worked per week. This study compared 46 teachers who were trained in and implemented mastery learning techniques with 50 similar teachers who were not trained to see if mastery learning changed the explanations they offered for their effectiveness.
