Program evaluation as a methodology is discussed, and its application to government export promotion programs is examined. Because the variety of approaches to export program evaluation, resulting data are often of limited usefulness. A programmatic approach to program evaluation is proposed. (TJH)

This article provides a case study of the use of emergent design, which asks evaluators to adapt their inquiry processes as understanding develops, in the evaluation of a family support program, tracing the emergence of evaluation procedures through three phases. Traditional evaluation approaches assume that consensus can be reached among policymakers, managers, and staff about goals that should guide a program. Evaluation and strategic management are related in that each attempts to improve the quality of policy decisions and each has evolved from a product-centered focus to one in which implementation and utilization are vital. Evaluators should understand strategic management theory to evaluate its applications appropriately. (SLD)
