Most of the evaluations of institutional training under the Manpower Development and Training Act are highly favorable. Negative criticisms, however, emphasize the uncertainties in these studies and displacement effects of the programs. The article answers these criticisms. (MW)

The authors state that limited resources should be provided to develop, implement, and evaluate programs that have as their primary purpose the rehabilitation of offenders; and that employment programs will be best developed through the coordinated efforts of social scientists, employment professionals, and correctional officials.
