This planning guide is divided into two sections. Section I presents a rationale for and definition of outreach for the field of rehabilitation. Section II is a training guide which provides specific information and planning procedures necessary to design and evaluate outreach programs. This section leads the agency management staff through activities to develop competencies related to the following planning steps: (1) design procedures to collect and use prevalence information; (2) use information to identify underserved and overserved disability groups; (3) assess disability group needs using several information resources; (4) use resource assessment information to assess the agency's capacity to provide vocational rehabilitation services; and (5) establish service goals for outreach efforts.
