Looking to the 21st Century: A Strategic Plan for Adult Education.

This report details a plan for adult education in Connecticut. It reviews the current state of adult education services and recommends a series of important steps to help meet adult education needs through the year 2000. A four-phase planning process that was used to focus on the critical issues and identify specific actions to meet adult education needs is summarized. The phases are: issue identification, external and internal issues analysis, strategic plan development, and implementation. Findings are then presented from the external and internal issues analyses. Four categories of external (global) issues are discussed: demographic, economic/technology, regulatory, and social/political. The analysis points to three critical factors: changing demographics, changing job requirements, and changing life patterns. The internal issues analysis focuses on the Connecticut Department of Education's organizational and operational strengths and weaknesses. Recommendations are made for a planning perspective, a policy commitment and a policy statement, directions for program improvement, and critical actions. Some study materials are appended. (YLB)
