This manual contains forms and instructions for North Carolina's annual review of its migrant education program established under the federal Education Consolidation and Improvement Act. State officials developed this self-review process to simplify compliance monitoring of the state program. The self-review is conducted by local education agencies (LEAs) to (1) monitor compliance with the migrant education program, (2) allow for corrections when non-compliance is identified, and (3) to identify areas in which the state department of public instruction might assist. The instructions include nine steps LEAs should follow in assessing their own programs. A 32-page questionnaire seeking information on LEAs' migrant education program development, progress, and financial recordkeeping is also included.
