Sexton, Thomas R.; And Others – New Directions for Program Evaluation, 1986
Recent methodological advances are described that enable the analyst to extract additional information from the data envelopment analysis (DEA) methodology, including goal programming to develop cross-efficiencies, cluster analysis, analysis of variance, and pooled cross section time-series analysis. Some shortcomings of DEA are discussed. (LMO)

Trede, Larry D.; Crawford, Harold R. – Journal of the American Association of Teacher Educators in Agriculture, 1981
Presents a study which assessed the inputs and outputs of the agricultural programs of land-grant universities in the North-Central region. It was found that programs in this region are fairly homogeneous, particularly at the undergraduate level. (CT)

Becker, Brian E. – Personnel Psychology, 1989
Critiques of conventional models for evaluating the utility of organizational human resource policies. Questions the implicit assumption that utilities are invariant across changing labor market conditions, and concludes that omission of these considerations overstates the likely utility of the programs being evaluated. (TE)

Cort, H. Russell – 1981
The rationale for the Planning, Monitoring, and Implementation Model (PMI) is the subject of this paper. The Superintendent of the District of Columbia Public Schools requested a model for systematic evaluation of educational programs to determine their effectiveness. The school system's emphasis on objective-referenced instruction and testing,…

McBeath, Marcia – 1981
All of the papers presented as part of a symposium concerned the application of the Planning, Monitoring, and Implementation Model (PMI) to the evaluation of the District of Columbia Public Schools' programs supported by the Elementary Secondary Education Act (ESEA) Title IV-C. PMI was developed to provide a model for systematic evaluation of…

Welty, Gordon – 1969
This article outlines the procedures followed in program evaluation in Pittsburgh public schools. A program design is obtained by asking the field staff a series of specific questions. As the staff interact, problems about the program are resolved. The consensus achieved is the basis for standardization of activities in the field. The next step in…

Forsyth, Robert A. – 1972
In Dyer's Student Change Model, performance indicators (PIs) are utilized as a measure of the effectiveness of educational programs. These PIs are examined and analyzed in some detail in this paper. In particular, the reliability of the residuals, the sensitivity of the measure to sample size, the random half reliability, and the stability of the…

Nagel, Stuart S. – Evaluation and Program Planning: An International Journal, 1983
Threshold analysis (TA) is introduced as an evaluation model. TA converts unknown variables into questions as to whether a given benefit, cost, or success probability is more or less than a threshold, above which the proposed project would be profitable, and below which it would be unprofitable. Kiesling, Herbert J. – Education and Urban Society, 1972
Extends the findings of a study of relationships of some educational inputs and reading performance of disadvantaged California Title I pupils, utilizing a highly simplified model of the compensatory education process. (JM)

Bessent, Authella M.; And Others – Educational Administration Quarterly, 1983
Data Envelopment Analysis (DEA), a mathematical model for measuring decision-making units' efficiency, was applied to resource allocation information in the division of occupational and technical programs at San Antonio (Texas) College. Input-output data were used to analyze existing programs' efficiency and proposed program modifications. (RW)

Larson, Richard C.; Kaplan, Edward H. – New Directions for Program Evaluation, 1981
Evaluation is discussed as an information-gathering process. Currently popular evaluation programs are reviewed in relation to decision making and various approaches that seem to contribute to the decision utility of evaluation (e.g. classical approaches, Bayesian approaches, adaptive designs, and model-based evaluations) are described. (Author/AL)

Bland, June D. – 1981
Each of the divisions of the Office of Educational Accountability in the District of Columbia Public Schools was required to submit an evaluation design that would be used to measure division accomplishments at the end of the school year. Since the Division of Research and Evaluation had already completed the development of the Planning,…

Stufflebeam, Daniel L. – 1970
Experimental design has only limited utility inthe field of educational evaluation and, in general, the methodology of the former does not equal the methodology of the latter; in fact, experimental design plays a limited role in the total framework of educational evaluation. Experimental design does have potential utility in the areas of input and…

Ford, Valeria A. – 1981
The design of the Planning, Monitoring, and Implementation Model (PMI) and the aspects of the model that make it useful in public schools are the topics of this paper. After the objectives of a program or operation have been identified, the model specifies three additional pieces of information that are needed for an evaluation: inputs, processes,…

Loucks, Susan F.; Hall, Gene E. – 1977
An analysis and review of the activities in the Southwest Educational Development Laboratory Regional Exchange (SEDL/RX) is presented, and the following questions spoken to: 1) How has the SEDL/RX evolved and developed? 2) What are the major activities at the SEDL/RX? 3) How do the Advisory Board members perceive the SEDL/RX and what do they see…
