This evaluation report examines research on kindergarten programs and practices for children who are at risk of school failure. Kindergarten is not soon enough to begin teaching young children in a group setting, according to elementary principals surveyed by the author. Most principals surveyed believed that all children could benefit from prekindergarten programs during the year before kindergarten entrance. (Author)

Longitudinal study of Chicago's Child Parent Centers showed that four to six years' participation made a significant difference in black girls' achievement, but little difference for black boys; seven to nine years' training produced some changes for boys; and one- to two-year exposure showed no significant improvements.
