This booklet presents a guide to the development of a dissemination model for educational accountability programs. Emphasis is placed on: (1) the importance of carefully defining the term educational accountability, (2) the need for understanding the processes of communication and dissemination, (3) the basic steps in developing an effective program for disseminating information, (4) the effect of the message on specific audiences, (5) suggested techniques for effectively working with the news media.
