Challenges and Considerations of Youth Experiencing Foster Care within the Elementary Educational System

Students who experience foster care placement represent one of the most vulnerable populations in society. This extended literature review examined the background of students who experience foster care within the elementary educational system, and the impacts of foster care placement on their educational attainment. Educational supports in the form of early intervention, relationship building, mentoring, and MTSS/TSS supports have been shown to provide positive impacts on students experiencing foster care placement. Recommendations for teacher and support staff training were provided to increase the academic success of students experiencing foster care. Finally, a review for commonly observed special education eligibility categories within this population was reviewed and recommendations for school psychologists were provided.
