Studied the issue of meeting people's basic needs as a key to preventing unnecessary or prolonged institutionalization. Results indicate when basic needs for money, housing, and medical care are met, institutionalized people consider independent living arrangements, and needs for personal social services are mentioned less frequently. Factors related to race, central city decline, and demographic structure are assessed as determinants of White city-to-suburb movement in 39 large metropolitan areas. Findings show that most factors affect central city flight more through the choice of destination than through the decision to move. (Author/MC)
