Since full employment may not be a realistic goal, a Decennial-Sabbatical Plan is proposed, under which it would become national policy that most American workers and/or their employers would put aside about six percent of salaries so that the employees would withdraw from the labor force for one year out of every ten. Alternatives to faculty retrenchment requiring neither large amounts of added revenue nor plans to increase enrollment are examined. Suggestions include sabbatical leaves, use of part-time faculty, early retirement, and tenure modifications. An excerpt from a faculty contract is provided. (LC)
