Investigating the Influence of Human Resources Management Practices on Teachers' Performance in American Samoa Public High Schools: Case Study

The purpose of this qualitative research is to explore how the American Samoa Department of Education (ASDOE) Human Resources Management (HRM) practices of recruiting, training, employee recognition, developing employees, and work-life balance influence teachers' performance in American Samoa. Teachers play an essential role in a student's academic life. For students to perform efficiently, teachers are to be motivated, educated, and acquire skills that will help them nurture the students in enhancing comprehensive knowledge. The problem addressed in this research is that students disengaged in education are due to low teachers' performance. The researcher has selected the qualitative methodology for this study. The study's design was a case study. The study population was the employees within the American Samoa Department of Education, which involved three personnel employees at the main office, one principal, two counselors, and nine teachers from a public high school. The interview method was conducted for data collection. The researcher utilized hand-coding in determining emergent themes from all participants' responses to the interview questions. Finding discovered and indicated all participants' thoughts and perspectives concerning ASDOE human resources practices and how it could progress to assist to inspire and increase teachers' performance. The recommendation for future research is to conduct a quantitative study on a large sample size of former teachers who have worked for the American Samoa Department of Education and left for another job within other agencies in the government. Their responses will help advance human resources personnel programs and strategies in improving teachers' performance.
