Preceeding through the development of a sequence of paired calibrations determined by a hierarchical clustering algorithm, the proposed method of constructing a universal criterion scale does not rely on covariate information. Three methods of test equating (linear, equipercentile, and item response theory) were investigated with respect to the issue of scale drift. Results indicate that all three models work well in limited settings but that the item response theory approach provided the most stable results overall. (JKS)

The National Assessment of Educational Progress (NAEP) makes possible comparison of groups of students and provides information about what these groups know and can do. The scale anchoring techniques described in this chapter address the latter purpose. The direct method and the smoothing method of scale anchoring are discussed. (SLD)

The plausible values methodology developed for NAEP scale-score analyses is described in the contexts of item response theory and average response method scaling.
