English education policy has increasingly focused on the need to intervene in an intergenerational cycle of poverty and low attainment. Imich, Andre J. – Educational Research, 1994
A study of three-year patterns of suspension/expulsion in a British school district showed that numbers of pupils excluded increased each year. Zero tolerance policies stem from the culture of fear that pervades many schools today--fear of violence, bullying, and unruly behaviour.
