Compares pre-CETA and post-CETA earnings and income for racial and sexual categories, controlling for age and education. It was found that White gains exceed those for Blacks but that the White income distribution appears to converge with that of Blacks after CETA. (CT)

Participants in Comprehensive Employment and Training Act-sponsored classroom training, on the job-training, and subsidized work experience were compared to a Current Population Survey sample. The authors examine the effects of Comprehensive Employment and Training Act (CETA) program participation on post-program earnings. Results show that CETA participation had a significant negative effect on men's earnings and hours worked per week.
