This is a practical set of guidelines on the management of secondary teachers. It has two main purposes: firstly, to act as a tool for technicians when planning and analysing data on their secondary teacher workforce in relation to teacher requirements, allocation, and utilization. Secondly, it will help inform policy makers about the challenges at secondary level and potential policy options. Its intended readers are therefore ministry of education personnel (at both central and district levels) who are directly involved in the organization, planning, and management of secondary education. This includes both the technical staff responsible for producing and using data and indicators, and the policy makers who use this evidence to improve their plans, strategies, policies, and decisions. It is also of relevance for development partners, specialized trainers, and researchers working on teacher management. While Chapters 1 and 5 explore the many challenges surrounding secondary teacher management and potential mitigation strategies, Chapters 2, 3, and 4 are highly technical and present methods to better project teacher supply and to diagnose and analyse allocation and utilization. These methods are the result of extensive research into existing practice, which has been consolidated and adapted both to cater for situations with variable levels of available data and to best account for the specific dimensions of secondary education.
