The Bureau of Evaluation, created by the Louisiana Department of Education, has established policies and procedures that ensure use of evaluation findings by both policymakers and program administrators. Information on its development, structure, mission, rationale, staffing, and operations is provided. (PN)

In focusing on why and how standards might be incorporated into the evaluation process, two themes are explored: the extent to which the Evaluation Research Society (ERS) Standards differ from other recent standards-setting activities and their applicability to local and state-level evaluation efforts. Through a retrospective study, the methods of investigative journalism are analyzed as they are applied to a statewide evaluation of student achievement and to a local school evaluation of new student registration procedures. The benefits and shortcomings of the journalistic approach are illustrated. (Author/AL)
