Studies the implementation of the 1978 amendments to the Older Americans Act as stimulants of change in the structure of the aging network. An increased interest in meeting the needs of the rural elderly is shown by recent policy considerations and program initiatives. Administrative, logistical, and compliance obstacles must be overcome by shifting resources and changing perceptions of roles and activities. Increased funding will also be needed. (JAC)
