The National Research Council's survey of earned doctorates found a continuing decline in the proportion of Ph.D.'s earned by U.S. citizens. Evaluations involving nonrandom assignment to treatment or control groups are vulnerable to an accidental or intentional confounding of a selection effect with the treatment effect.
