Student behavior problems have been a focus of social concern since the mid-1960s. Although there have been few studies on the long-term effects of interventions on student behaviors, the specialization of classroom management and school discipline has grown. Changes and unresolved issues in student behavior problems are discussed. (DF)

The emphasis of this article is on students and the evolving character of their affiliation with schooling. It compares school conditions of the 1890s with those of 1970s, and presents a brief and selective review of professional literature on school discipline published during this 80-year span. This article discusses 11 hypotheses that may explain why respect for the school as a rule-governed organization has slipped to such a low status. It suggests that improvement in student behavior may require basic changes in the ways schools are organized and managed. (Author/RK)
