This study examines demands placed on evaluators by the Joint Committee on Educational Evaluation's standards. Twenty-two experts in evaluation rated the compatibility of implementing pairs of standards or rated individual standards on a series of scales. Multidimensional scaling revealed five demands of ethical practice. (JAZ)

Reports on the use of the tailored design method (TDM) to achieve high survey response in two separate studies of the dissemination of Treatment Improvement Protocols (TIPs). Findings from these two studies identify six factors may have influenced nonresponse, and show that use of TDM does not, in itself, guarantee a high response rate. (SLD)

A trilevel (macro, intermediate, and micro) analytical framework was used to determine problems in the organizational context that reduce or impede the application of training outcomes. A law enforcement job-skill training program was studied via survey responses of 322 course graduates. Factor analyses identified predictors of training use. (SLD)
