This article analyzes the teacher union movement and the system of teacher bargaining in England and Wales. The author traces the postwar history of teacher negotiations and shows that the present system of negotiation has experienced increasing difficulties in the past decade, such as a rise in teacher militancy. During a 1990 Temple University faculty strike, three types of militancy (voting to strike, voting to defy injunction, picketing) had different determinants; for example, social support and union commitment related to riskier types.
