A conceptual framework for developing track and field programs in public schools is related. The framework consists of three phases of experiences: a fundamental movement phase, an athletic form phase which emphasizes action possibilities based on personal striving, and a final phase with a dual focus (health and sport skills/strategies). The scoring system in cross-country running illustrates that the way in which results are reported and the opportunity to improve through hard work can provide crucial incentives. Establishing incentives that make students dissatisfied with their present effort without being overwhelmed or made fatalistic is a challenging task. (SLD)
