Lord, Frederic M. – Psychometrika, 1985
Given a loss function, an asymptotic method for optimal test design for a specified target population of examinees is presented. Also, of more practical use, given an existing unidimensional test and target population, a way is presented to find the loss function for which the test is optimal. (NSF)

Hills, John R.; And Others – 1987
The 1986 scores from the Statewide Student Assessment Test-II, a minimum-competency test required for high school graduation in Florida, were placed on the scale of the 1984 scores from that test using five different equating procedures: (1) linear method; (2) Rasch model; (3) three-parameter item response theory (IRT)--concurrent method; (4)…

Hills, John R.; And Others – Journal of Educational Measurement, 1988
Five methods of equating minimum-competency tests were compared using the Florida Statewide Student Assessment Test, Part II, for 1984 and 1986. Four of five methods yielded essentially comparable results for the highest scoring 84% of the students. Different lengths of anchor items were compared, using the concurrent item response theory equating…

Lockwood, Robert E.; And Others – 1986
Standards, passing scores, or cut scores have been seen as an element of criterion-referenced tests since their introduction. This paper discusses at least two issues surrounding the establishment of cut scores which appear to need clarification: (1) the theoretical definition of a cut score; and (2) decisions which must be made in selecting a…

Torres, Rosalie T.; Harnisch, Delwyn L. – 1983
A review of functional literacy testing in the United States from 1955-82 is provided by summarizing the results of literacy assessment studies and synthesizing the major issues which they have engendered. These reviews are grouped with respect to content, criterion-related, and construct validity. The paper concludes by (1) summarizing some of…

Goodstein, H. A. – 1982
The proposed standard for judging proficiency test score reliability requires that the proportion of items passed for each objective assessed be a dependable estimate of the universe score for the domain strata established by the objective. Domain breadth is the focusing issue. Data from a field trial of the Tennessee Proficiency Test are analyzed…

Coffman, William E. – Executive Review, 1980
Standardized achievement tests are often misused as indicators of a school's quality or effectiveness relative to other schools. This is an incorrect use because it ignores variation among schools in student abilities, family support of education, student mobility, and other factors. People also misuse tests because they impute to them more…

Keene, John M. – 1988
Increasing numbers of state-mandated testing programs have resulted in the selection of norm-referenced tests (NRTs) for statewide assessment. Adaptation or customization of existing tests has become a viable solution for individual programs. Changes in test instruments have arisen from the behaviorist approach and mastery learning, minimum…

Koretz, Daniel – American Educator: The Professional Journal of the American Federation of Teachers, 1988
Student test scores are increasingly used to judge the competence of the educational enterprise. Exaggeration of scores is the result of directing attention away from the individual student achievement to the average scores of schools, districts, and states. Implications and recommendations are discussed. (BJV)

Garrido, Mariquita; Payne, David A. – 1987
Minimum competency cut-off scores on a statistics exam were estimated under four conditions: the Angoff judging method with item data (n=20), and without data available (n=19); and the Modified Angoff method with (n=19), and without (n=19) item data available to judges. The Angoff method required free response percentage estimates (0-100) percent,…

Roth, Rod; Hanner, Austin – 1982
This paper presents the legal rationale for using the National Teacher's Examination (NTE) validation procedure, which was used in Arkansas to determine cut-off scores for teacher certification. A review is given of the decision, by the United States Supreme Court, upholding use of the NTE by South Carolina in that state's teacher certification…

This report describes the development, operation, maintenance, and future prospects of the item banks pioneered by the Portland (Oregon) School District. At the time of this report, there were 3,500 mathematics, 2,200 reading, and 2,300 language usage items calibrated under the fixed parameter model of item response theory (IRT) for Grades 3-8.…
