The valid interpretation of international testing program results in mathematics and science must recognize inherent limitations to international comparisons, and should give opportunity-to-learn as much importance as achievement data. Canadian test results, looked at in this light, appear better than some critics have suggested. (Author/SLD)

Five articles in this special issue present the approaches to accountability found in British Columbia, Alberta, Ontario, Quebec, and Newfoundland, provinces that represent 85% of all Canadian elementary and secondary school students. The articles are then discussed by representatives of four national Canadian educational associations. (SLD)

The Ontario Ministry of Education conducted case studies of the testing programs in nine selected school districts. Results are presented in narrative form on the major study questions: testing program development and organization, the tests administered, uses of test results, and perceived role of the ministry in evaluation programs.
