A Bold Step for Improving Transfer in Kentucky: Improvement Communities

Many Kentucky students utilize community college for required coursework as an affordability strategy. Improving the transfer process is very important for retention and completion, especially among low-income students, first-generation college students, and students from underrepresented groups. The Kentucky Council on Postsecondary Education was selected by the National Association of System Heads (NASH) to participate in a Transfer NASH Improvement Community (NIC) with the aim for the NIC to increase the percentage of in-state students enrolling at two-year institutions who transfer and complete baccalaureate degrees. This report details how Kentucky used improvement science methodology to embark on a cutting-edge experience leading four- and two-year campus partners through testing small changes to scale to improve transfer student success across campuses and ultimately, across the system.
