IN 1964, NORTH CAROLINA ESTABLISHED A SYSTEM OF "FUNDAMENTALS LEARNING LABORATORIES" WHERE ADULTS MIGHT OBTAIN PROGRAMED SELF-INSTRUCTION AT MINIMAL COST (A $2.00 REGISTRATION FEE).
