The ETF can be distinguished from other citizens' groups because (1) it addresses itself to problemsolving, not just study, analysis, or the advancement of recommendations; (2) it does not merely make recommendations to the Board of Education, but also to the State legislature, State administrative agencies, school districts, police, and courts; and (3) it approaches problemsolving serially, solving discrete, manageable problems.
