Marshall, Harvey – American Sociological Review, 1979
In considering White movement to the suburbs between 1965 and 1970, this paper examines whether Whites (1) were fleeing central city problems, or (2) were drawn to the suburbs because of new housing and jobs. Using path analysis, discusses a model of the suburbanization process. (Author/GC)

Gordon, Dan – Crisis, 1990
Downtown developments have saved some cities from collapse but don't make up for the loss of federal funds, nor do they provide jobs or housing suitable for most inner city residents. Nothing, however, has hurt the inner cities more than drug use. (DM)

Bailey, A. Peter – Crisis, 1990
Birmingham, like many cities, is losing its White middle class and is pressed to provide services for those who remain. The city's survival will depend on meeting specific educational goals. The mayor would welcome a Democratic president whose policies would focus on cities. (DM)

Peterson, Paul E., Ed. – 1985
Nine essays, originally presented at an interdisciplinary conference sponsored by the University of Chicago, address problems of the changing inner cities of older, industrial metropolitan areas. An introduction reviews important theories of urban development, and the impact of changing technology and racial composition. Part one includes an essay…

Weaver, Robert C. – Civil Rights Digest, 1977
Argues that "the social pattern of suburbia, especially its racial exclusion, cannot and will not be altered unless and until we recognize the process and identify the many factors which make up the push and pull in migration. The contemporary suburb is different from its earlier namesake in both function and form." (Author/JM)

Lemann, Nicholas – The Atlantic, 1986
The urban Black underclass can be traced to the sharecropper South of a generation ago. The propagation of underclass culture has been hastened by an exodus of working class Blacks from the ghettos. Interviews with urban and rural Blacks help identify the problems of the underclass. (Author)

Lemann, Nicholas – The Atlantic, 1986
The problems that now seem overbearing in the ghettos--out of wedlock childbearing, unemployment, crime, poor educational achievement--have existed in the ghettos for more than half a century. Anecdotal material from a Chicago project highlight these conditions. Federal efforts must focus on helping individuals to escape. (Author)

Bowser, Leroy – Urban League Review, 1976
"The crises of suburban development, inner-city industrial movement, shopping centers, suburban executive offices, decline of mass transit, New Towns and 'no growth' policy all received a good deal of their impetus from the interstate highway system. The decline of the urban school system can be dated to the start of the interstate highway…

Downs, Anthony – 1977
The three major factors affecting the future of the nation's cities are: (1) lack of housing demand due to population migration; (2) the conflict between suburban growth and city restoration; and (3) the combination of racially segregated housing markets, obsolescence of existing buildings, and the high cost structure of both public sector and…

Draper, Mary Jo – 1983
The migration of people from cities to suburbs, new patterns of advertising, a less homogeneous and unified readership, and increasing competition from other media have produced tremendous pressures on daily newspapers. In responding to these pressures, metropolitan dailies are turning from "hard" to "soft" news, away from their poorer urban…

Mulhern, John J., Ed. – 1976
This document contains the proceedings of a conference dealing with the issues that face U.S. cities today. Convened in October of 1979, the conference was sponsored by the Federal Reserve Bank of Philadelphia. The document contains addresses and comments by six authorities on the current fiscal situation of large cities. The presentation…

Hayward, Steven – Policy Review, 1998
Argues how the nation's inner-city population exodus and economic decay is a result of modern liberal social policy. Three failures of liberalism regarding inner cities are examined: the failure to nurture the sources of economic growth; the failure to understand urban neighborhoods; and the failure to appreciate the importance of a strong moral…

Frieden, Bernard J. – Urban Affairs Review, 1995
Highlights a comparison of a 30-year legacy of urban policy making with 25 years of policy making on environmental problems to demonstrate how weak policy development has been in dealing with the urban crisis. Several principles designed to guide future urban policies are discussed. (GR)

Murphy, Anthony J. – 1977
In the study described in this paper, the attitudes of evening college students toward urban issues were assessed. Students' responses concerning assertiveness in reconciling such issues as housing, transportation, environment, poverty and the urban/suburban relationship in the New York metropolitan area were measured in a pre and post test…

Taeuber, Karl E.; Wilson, Franklin D. – 1978
The inconsistency in research investigations of the process of white flight is especially evident when social scientists become actors in the legal drama surrounding the desegregation of public schools. Social science "experts" for the contending litigants often present contradictory evidence. The resultant ambiguity allows judges and…
