Holder, Todd; And Others – Thrust: The Journal for Employment and Training Professionals, 1979
The experience of CETA in the Genesee Intermediate School District was examined to see what factors help youth make the transition from school to work. It was found that age and sex do not make a difference in success rates. The more training, the greater the success in job placement. (CT)
Descriptors: Career Planning, Disadvantaged Youth, Education Work Relationship, Job Placement
Wurzburg, Gregory – Thrust: The Journal for Employment and Training Professionals, 1980
Discusses how the Youth Employment and Demonstrations Project Act (YEDPA) communicates with local school systems. The dropout issue has been one point of conflict. CETA agencies tend to blame the school systems, and school administrators argue that CETA is a way by which people who have left the system can return. (CT)
Descriptors: Community Programs, Dropouts, Employment Programs, School Districts
Jurman, Elisabeth A. – Thrust: The Journal for Employment and Training Professionals, 1981
Analyzes differences between youth unemployment and unemployment in general. Shows that while market unemployment has been moving downward, youth unemployment has been trending upward. Discusses community services for youth manpower development, schools and job preparation, and recommendations for improving the situation. (CT)
Descriptors: Community Services, Employment Patterns, Job Training, Labor Force Development
Thompson, Donald L. – Thrust: The Journal for Employment and Training Professionals, 1982
The author evaluates the cooperative efforts between school systems and balance-of-state Youth Employment and Training Programs. He finds that school personnel did not know of the program generally and that, to the extent that they did, they had negative feelings about it. (Editor/CT)
Descriptors: Cooperative Programs, Research Methodology, School Counselors, School Districts
Orcutt, Guy; Orcutt, Geil – Thrust: The Journal for Employment and Training Professionals, 1979
The authors outline a proposal for job experience vouchers as a possible answer to financing the acquisitions of adequate work experience for youth employment programs. The proposal works by giving an incentive to employers to seek out ways of profitably employing new labor market entrants, the underemployed, and the unemployed. (CT)
Descriptors: Educational Vouchers, Labor Market, Program Descriptions, Program Design
Kohen, Andrew I. – Thrust: The Journal for Employment and Training Professionals, 1980
The author presents his research into occupational mobility among middle-aged men. He did not find that racial differences affect the extent of the occupational change. Usually, the occupational mobility pattern is set by the first job held. Entry-level employment for youth seems to set the pace for what follows. (CT)
Descriptors: Career Change, Employment Patterns, Entry Workers, Middle Aged Adults
Wurzburg, Gregory K. – Thrust: The Journal for Employment and Training Professionals, 1979
New youth strategies are outlined with an emphasis on matching the policy to the problem. The author says federal policy can hardly do more than provide countercyclical public employment. He recommends a more ambitious partnership between federal, state, local, and private agencies. (CT)
Descriptors: Agency Cooperation, Federal Programs, Federal State Relationship, Government Role
Taggart, Robert – Thrust: The Journal for Employment and Training Professionals, 1980
Outlines some of the achievements of the Summer Program for Economically Disadvantaged Youth (SPEDY) during the summer of 1978. Four programs in Virginia, Minnesota, Texas, and Washington are examined not because they are exemplary but because they illustrate what is happening in some of the better youth employment programs around the country. (CT)

Rosensweig, Jeffrey A. – Thrust: The Journal for Employment and Training Professionals, 1979
After analyzing youth-oriented manpower policies, the author urges a more equitable and effective range of alternative actions. He says the positions of Blacks, youth, and women are severely disadvantaged. The extent of discrimination is understated due to inadequate unemployment measuring. (CT)
Descriptors: Black Employment, Employed Women, Employment Statistics, Labor Force Development
Gordon, R. A. – Thrust: The Journal for Employment and Training Professionals, 1979
Suggests both the need and the methods for disaggregating the goal of full employment. Analyzes the categories of age, sex, race, and marital and economic status in determining the composition of unemployment. Stresses the need for measures that would reduce unacceptably high unemployment rates. Statistical tables examine the distribution of…

Thrust: The Journal for Employment and Training Professionals, 1979
The distribution and magnitude of youth employment problems differ significantly from those of older workers. Three attempted solutions are examined: youth employment and training programs (CETA, YEDPA, etc.), student assistance for financing higher education, and voluntary service programs supported by ACTION. Data on youth employment and…
